For the past week, a state-appointed mediator has been working with the UTLA and LAUSD negotiation teams engaged in negotiations over changes to the teacher evaluation system.
The mediator was assigned after LAUSD filed for a declaration of impasse with the Public Employment Relations Board.

UTLA has been in court-ordered negotiations with LAUSD over evaluations since July. Progress is being made at the table but significant issues remain to be resolved. UTLA continues to reject the use of individual AGT/VAM scores in a teacher’s Stull and is currently studying the AALA evaluation agreement that would incorporate schoolwide AGT instead of individual AGT. UTLA has reached out to education experts, such as Linda Darling Hammond, for feedback on school wide AGT systems.

 

October 9, 2012UTLA continues to negotiate with LAUSD over a new teacher evaluation system that supports teachers and rejects the use of individual AGT/VAM scores in a teacher’s Stull. UTLA’s position has been bolstered by a report from the Task Force for Teacher Excellence which rejects the use of individual VAM scores for teacher evaluations. UTLA is currently studying the AALA evaluation agreement that would incorporate schoolwide AGT instead of individual AGT and has reached out to education experts, such as Linda Darling Hammond, for feedback on school wide AGT systems. LAUSD requested a declaration of impasse from PERB over the negotiations, and, as expected, PERB granted it (PERB almost always grants these requests). In response, UTLA President Warren Fletcher issued the following statement:

UTLA is fully engaged in good-faith bargaining with LAUSD officials over developing a fair and effective teacher evaluation system, and we have held more than 15 bargaining sessions. We believe we are making progress and that LAUSD’s request for impasse is premature. That said, if the state wants to appoint a mediator to help the process along, we welcome that involvement. 6-page fax. The judge’s ruling in Doe v. Deasy affirmed that the system for LAUSD must be collectively bargained and that the final product must be agreed upon by both the school district and the teachers. The judge also provided latitude as to how the evaluation system would be structured. As education professionals, teachers are eager for our performance to be evaluated in a meaningful way that offers us feedback and support to improve our practice for the benefit of our students.
