Joint News Statement: LAUSD and UTLA Reach Agreement Regarding the Substitute Side Letter and the Reduction in Force Grievance/Arbitration

November 19, 2009 - The District and UTLA are pleased to announce that we have reached a mutually beneficial agreement regarding the Substitute Teacher Side Letter.

The agreement preserves the Superintendent’s and UTLA’s goal of continuing to maintain stability of the instructional program for students for the remainder of the 2009-10 school year. 

The following guiding principles and goals were at the forefront throughout our discussions.  We are pleased to inform you that the tentative agreement between the District and UTLA meets all of the criteria below:  

  • Maintains instructional program continuity at our schools
  • Allows current extended substitutes to remain with their students for the rest of the school year
  • Reduces potential costs and minimize liability exposure

Laid off contract teachers may still be requested by name, especially at schools where a mutual, professional, and beneficial relationship has been developed. Schools now have the flexibility to select from all substitute teachers based on who best meet their instructional program needs. The District’s automated substitute calling system will begin to assign both regular substitutes and laid off contract teachers based on the LAUSD/UTLA contract calling order as early as next week.

In addition, an agreement was also reached that brings resolution of the grievance and arbitration related to the June 30, 2009 reduction in force of non-permanent certificated employees.
