Authorizations to Teach English Learners

The state education code requires all teachers of English learners to hold authorizations to teach English Learners. The state has made some recent changes in the way schools and districts monitor teachers of English Learners.

Up until this school year, records and documentation of teacher training status were kept on file at individual school sites, and school sites monitored their own teachers. It was each teacher’s responsibility to sign a teacher-in-training form and submit documentation of progress to the school site administrator on an annual basis. Many LAUSD teachers are /were working toward a CLAD, BCLAD, or other authorization.

As of the 2005-2006 school year, the state is taking over monitoring of authorizations to teach English Learners. Teachers without permanent authorizations have three choice.

  1)      Enroll in AB 2913 if they are eligible. Only teachers who enroll in AB 2913 can sign a teacher-in-training form at the school site. The district will reimburse teachers $250 of the training cost if they complete the training during the 2005-2006 school year.
  2)      Apply for an emergency CLAD (Cross Cultural, Language, and Academic Development Certificate) or CTEL (California Teacher of English Learners) Certificate. The annual fee for this emergency authorization is $55. Proof of training will be required to renew the emergency CLAD/ CTEL for the 2006-2007 school year.
  (3)  Do nothing and be identified as a misassignment according to the Williams  Settlement and the state assignment monitoring board. These teachers may be subject to transfer to another school.

What should you do to make sure you have or will have an authorization to teach

ELs? Verify the authorizations you already have and/or confirm that your university or district intern program includes training for an EL authorization.

  • Some teachers have EL authorizations (CLAD, BCLAD, SB2042) already embedded in their credentials. Check the text of your credential for the terms “CLAD emphasis,” “BCLAD emphasis,” or the phrase “This document authorizes the holder to provide the following services to English learners…” Consult your school’s EL Coordinator to make sure your authorization is registered with the district.
  • Most university and district interns have an authorization already embedded in their intern permits. Again, check the text of your university or district intern permit.
  • Teachers may have a variety of different certificates or credentials that authorize instruction of EL students. These include

If you are teaching classes with ELs, but you do hold an authorization to teach ELs, you should plan the steps you will need to take to obtain a permanent authorization to teach ELs. Determine what kind of authorization is needed for your regular teaching assignment, and what the best route will be to get it. UTLA, the district, local universities and colleges, the state, and the county all offer programs and support for teachers to earn their authorizations to teach ELs. Programs vary by time, cost, location, examinations required, and eligibility criteria.

AS OF 7/05, California is phasing out the CLAD and replacing it with the California Teachers of English Certificate (CTEL).  The Master Plan Teacher Training Program is now offering preparation classes for the CTEL exam(s) as well as CLAD review classes for those teachers who will be retaking parts of the CLAD.   The first CTEL exam will be administered in December 2005. The final CLAD administrations will be December 2005 and June 2006, but only those teachers who took and passed at least one of the CLAD tests within the last 5 years are eligible to take these CLAD tests.

2) AB 2913 Option (formerly SB 1969/ SB 395)

7 days of training (6 full days and one ½ day), most offered through the LA County Office of Education.

Ø      AB 2913 is an option for most secondary (single subject) teachers who were fully credentialed and had permanent status in a California public school as of January 1, 1999.

Ø      AB 2913 is an option for most elementary (multiple subject) teachers who were fully credentialed and had permanent status in a California public school as of January 1, 1999 AND

have or will have 9 years of teaching experience as of the start date           of the training.

Teachers will be cleared by Human Resources and LACOE for eligibility as part on the AB 2913 registration process. SB1969/ SB 395/ AB 2913 does not authorize secondary teachers to teach ESL. This option will be available until January 1, 2008.

3) University Programs for teachers earning their clear credentials

Teachers who are earning their clear credentials may have their CLAD, BCLAD, or an EL Authorization embedded in their credential programs.  Teachers should contact universities directly for further information.

4) District Intern Program

The CLAD will be embedded in the credentials of most DIs who started the program as of July 1, 2003.  DIs who began the program prior to this date may have the classes included as part of the DI program, but still needed to take and pass the CLAD/ BCLAD tests in order to become authorized.

Cost:  No cost to District Interns, program is restricted to DIs

5) University Programs for Credentialed Teachers

Many universities offer coursework for teachers to earn their CLAD or BCLAD. The required courses vary at each institution. Some offer courses on-line.
