LAUSD secretly wrote the speech given by a “neutral” official, claiming the district is going broke.

We knew it was a setup when Candi Clark, chief financial officer of the LA County Office of Education, appeared before the school board in August and backed up LAUSD’s claims of fiscal insolvency. Her speech was too perfectly aligned with LAUSD’s talking points to be anything but a coordinated stunt.
 
But what we didn’t know until we got our hands on the email stream between LAUSD and LACOE (courtesy of a Public Records Act request) was that an LAUSD official wrote the speech for Clark—a fact that completely undercuts its value as an independent analysis of the district’s fiscal state. A review of the metadata in the email attachment “lausd speech” sent from LAUSD budget official Cheryl Simpson to Clark reveals that Simpson was the actual author of the speech and discloses the amount of time Simpson spent writing it. This bit of subterfuge by LAUSD connects with ongoing attempts to distort facts and claim a pending insolvency problem that does not exist.
